CRO ID-HR GUIDELINES

In the context of CEF Programme (Connecting Europe Facility), the European Union Member States (Netherlands, Spain, Belgium, Luxembourg, Austria, Czech Republic, Slovenia, Poland, Portugal, Germany, Croatia, Lithuania, Hungary, France and Greece) set up a consortium for implementation of PSA (Programme Support Action) support project entitled IDACS - Data collection related recharging/refuelling points for alternative fuels and the unique identification codes related toe-mobility actors.
The purpose of IDACS Project is providing a quick access to comprehensive and high-quality information to final users on recharging/refuelling alternative fuels infrastructure in transport, so as to enable optimal mobility.

The Act on the Deployment of Alternative Fuels Infrastructure (“Official Gazette” No. 120/16) transposed into Croatian legislation the provisions of Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuels infrastructure (“the AFI Directive”). According to the Act and the AFI Directive, the location data and other information on recharging and alternative fuels supply infrastructure shall be freely available to all users. The IDACS Project is also compliant with Directive 2010/40/EU on intelligent transport systems (“the ITS Directive”)adopted by the European Parliament and the Council on 7 July 2010, setting up the framework for introduction of intelligent transport systems in road transport and interfaces toward other modes of transport, as well as with Delegated Regulation  2015/962/EU and 2017/1926/EU of the European Parliament and of the Council of 18 December 2015 and 31 December 2015, envisaging collection of recharging and alternative fuels supply infrastructure data through National Access Points (NAP).

CRO IDRO is the Croatian office for registration of recharging and alternative fuels supply points, established by the Act on Deployment of Alternative Fuels Infrastructure. The Registration Office is a constituent part of the Ministry of the Sea, Transport and Infrastructure. CRO IDRO is empowered and responsible for awarding and registration of unique identification codes (ID codes) awarded to charging point operators (CPO) and mobility service providers (MSP) for vehicles using alternative fuels.
These Guidelines provide a clarification of unique identification codes, their format and awarding procedure.

 

The purpose of ID codes
 

CRO IDRO awards a unique five-digit ID code to MSPs and CPOs. MSPs shall attach to the awarded ID code several digits of their own free choice for identification of individual contracts on provision of mobility services (EMA ID code), whereas CPOs shall identify individual charging pools, charging stations and charging points (EVSE ID code). Such unique identification codes will enable MSPs and VPOs accessibility and exchange of information regarding charging stations needed by the drivers of electrical vehicles. All awarded MSP and CPO ID codes are stored in the CRO IDRO database for exchange with the EU ID code register (IDRR). All EVSE Id codes and EMA ID codes, along with statistical information., shall serve as input values for National Access Points (NAP).

 

MSP ID

When awarded a unique ID code by CRO IDRO, a MSP shall attach to it eight more alphanumeric symbols of their own choice for identification of individual mobility service contracts. The total number of digits shall constitute an ID code called EMA ID (e-Mobility Account Identifier).

Example of a valid EMA-ID code

HRIBCCA2B3C4D5L (HR-IBC-CA2B3C4D5-L), where “HR” is national identification of Croatia; “IBC” is MSP; “C” is contract, “A2B3C4D5” is the unique ID code and “L” is control sign.


CPO ID

When awarded a unique ID code by CRO IDRO, a CPO shall attach to it up to 30 more alphanumeric symbols of their own choice for identification of individual charge pools, charge stations or charge points. The total number of digits shall constitute an ID code called EVSE-ID (Electric Vehicle Supply Equipment ID).

HRIBCE45B78C (HR-IBC-E45B78C), where “HR” is national identification of Croatia; “IBC” is CPO; “E” is charging point, “45B78C” is the unique EVSE-ID.

 

How are the data exchanged?


Before, during and after charging, the information concerning location of the charging unit, accessibility and availability and payment information are exchanged between CPO and MSP in real time.

National contact point

Unique CPO ID code is also used in the National Access Point for connection of charging unit woth CPO and collection of data. Data collection facilitates access to information concerning fraud, enables easy exchange and reuse. This is intended as support to providing interoperable transport services for final users at EU level. The fact that each CPO has a unique ID code for each charging unit enables exchange of correct data between relevant IT systems.
